When I merge macros in 2.9.1 Build 17 from one file to another file on MAC and then try to use the newly merged macros I get a macro loop and the macro just keeps running without stoping.
Any suggestions on how to correct this?

Can you post screenshots of both macros?

I tried just building the macro in the file and I still am getting the error from running the macro so it may not have to do with merge.
When you say loop - where you do see the macro run continuously? How are you triggering the macro?
Will you please send us your showfile and logs so we can take a look?
I tried running the macro as a magic sheet button and running it by typing Marco 12 Enter.
Both then show Running Marco 12 - blacking as a strobe red text above the command line which essentially locks me out from doing anything else but force quit.
This showfile only appears to have Macros 1,2,5,14,99,900,913. All of them appear to function as expected in 2.9.1.
You are transmitting MIDI on Device ID 0, and receiving MIDI on Device ID 0 - you have created a loop. Whenever you run a macro, it will trigger the macro. Disable MIDI, or change one of the Device IDs to solve this.
