is the channel actually selected in the command line and is the command line terminated?

Your screen looks to be too small. Minimum required resolution is 1280x1024.

It’s 1920 x 1080 in portrait orientation

Yes - on command line and terminated.

Also tried deep cleaning and behavior didn’t change.

Took show file to another Ion and lamp controls showed up!  Both machines Win 7, 6K output.  Problem machine is early Win 7, correctly displaying unit upgraded from XP in February 2019

1080 isn't wide enough

to figure out if screen width is the issue: open the Lamp Control tab and check if you see the buttons there.

Problem is related to screen orientation but it functioned properly in 2.9  screenshots on attached PDFlamp controls.pdf

This should be fixed in 3.2. If you're still seeing this please let us know.
