Should "Flash" override an Inhibitive Sub? Expected behavior or a bug?

Does Flash have a higher "priority" than an inhibitive sub?
For example, I have a set of channels that I have on an inhibitive sub. Currently I have that sub at zero and I cannot manually bring up any of those channels (as I intended). However, I forgot I had left that sub down and began using "flash" to test some of these channels and they were responding as if they were not inhibited by the submaster. Is this expected behavior or a bug?
I did not expect this because the reason for the inhibitive sub was to keep certain channels off for safety reasons while disconnecting/reconnecting power to a set of dimmer racks.
