I have the follow group 1.
(1 Thru 60) (61 Thru 180) (181 Thru 240).
Group 1 Offset Mirror Out 3 (RGB) Effect 1 is not mirroring out from the centre of each subgroup.
Should this now work in 3.0.X?

I can't tell you if it should, but it definitely doesn't.

will however, if you don't know already.
Offset within Subgroups would be on my wishlist as well though.
I think the idea of a Subgroup is to "melt" channels (temporaly) together.
Therefor in the Example from Nick are realisticly 3 Fixture selected.
I do like the example from ChrDuda.

Albeit a little work around for your exact case. You would need to use the offset within each subgroup and create a new group.
