this sounds like you don't have a valid fixture library in your installation. are you sure that the library you installed matched the software version?

e.g.:
installing library 3.0.2.5 on Eos 3.0.2 is ok
installing library 3.0.2.5 on Eos 3.1.1 will cause exactly what you're seeing...

went to previous version and every thing comes back.

Have Elements Part #41330A1132. Load software 3.1.0 With either 2.5.2.9.0.18 or 3.0.2.25 Library will not work

revert back to 2.9.1.17 with 2.9.1.8 I have control of the LED pars.

As Ueli noted, library versions need to match, so you can't have 3.1.0 with library 2.5 and expect it to work.  You would need v3.1.0 with a v3.1.0 library on it (or just 3.1.0 with no additional library patch needed).
