Element 2 won't turn lights on in DMX Universe 2

Question

I am currently trying to patch 8 American DJ Mega Par profile Plus LEDS to our Element 2, and I need to use Universe 2 because there is no room left in the first. But I cant seem to get any of them to turn on. I've checked the outputs in the system settings, port 2's starting address is indeed 513. I've patched my lights correctly, Ive tried multiple fixtures, and they all didnt work. I am getting a signal though because I had a ColorSource Relay hooked up and that was showing a signal. I restarted my console, unpluged the data and power lines to the fixtures, but still had no luck. In my live table it says that the intensity for the fixtures is at full, and the shutter is open/ constant on, but I still get no lights turning on. 
 Any ideas on why?

One place to start is to press Clear a few times, then About - it should tell you what the capacity of the console is, and if you've gone past it somehow. This article gives an example: Addresses and Parameters in Eos Family Consoles - Electronic Theatre Controls Inc 
 Other tests to try: 
 - If you set both ports to start at Address 1, do you get any sort of control to that fixture? - If you set both ports to start at Address 513, and plug this fixture into Port 1, do you get control?
