Not able to scroll all Parameters with the encoder - why

Hello,

once again i am deeply in creating fixtures and understanding why things work how they do in the Console-Fixture

Tested with v3.1.0 and v3.1.1

This is something i can't figure out...
If i have the Parameter "Shutter Strob" set up and made some Modes, like [0-10Hz, Pulse, Rnd.] i than can define DMX ranges for them.
EOS will display them as "Frames".
These Frames can be scrolled from Min-Max with my Encoder.

If i use "Color Mix Mode" or "Gobo Index MSpeed" for example, the non-default Mode will not allow me the scroll proportional the Parameter.
The "Frames" will always set the encoder in "Framing-Mode" like i have a snapping Gobo-wheel.
In thePicture below i selected "Gobo Index MSpeed" with the default-mode 'Index' the Encoder has no "Frames" and is able to scroll.
After selecting the Mode 'Rotation' my set up "Frames" appear as  expected but i can't scroll proportional through them.

But i don't want that. And i can't figure out why it is doing it with some Parameters and some don't.
And how i can alter it.
I do know that holding [Shift] is an option. But this is something i don't want to do!
