Ah, I know all about that - It is a silly plastic insulator from inside the PSU (manufactured 3-party).  It should be a warranty PSU swap. Not a user repair at all. 

You can try giving the board a good shake to get it to fall away from the fan.

On the other hand, maybe a rattle snake crawled in to your board to snug the warm CPU....you better be careful!
