Have you looked at your Windows security event log? You may find that your firewall is interfering. Windows 7 is far more draconian about blocking unsolicited messages.

Yes.  We turned off the Symantec Virus system, windows firewall and disabled as much of the UAC preventions with ESP as possible. (after closing the machine off from the network, eek viruses otherwise)

Turning off the firewall will not stop Windows 7 from blocking IP traffic. You need to examine the logs and confirm. For instance, Windows Server 2008 (same core as Windows 7) by default will block all unsolicited packets, including UDP multicast packets (sACN needs to see these) unless there is a rule in place to let them in.

Normally, these rules are configured by the software installer, but you are so far out on the bleeding edge...
