Discrete timing starting an effect over multiple channels

With effects, after testing, it's not possible to have discrete timing for starting effects over multiple channels. I have a series of four fixtures that I want to turn on over 6 seconds and be delayed from each other. Chan 1 is 0, Chan 2 is 2, Chan 3 is 4, Chan 4 is 6. I applied an intensity effect to them with the syntax Chan 1 Effect 1 Delay 0 thru 6. Hit enter and it started, I recorded the cue and played it back it didn't work. I also tried part cues, but you can't have the same effect in more than one part.

I talked to a buddy and he said that his findings are that it seems like it’s because in the live effect editor, a given effect has a single instance, which is assigned to a single cue part, and has a single delay attribute.

Essentially it seems that effects can't work with discrete timing.

The fix was to make four effects and four cue parts and have each cue part delayed by 2 seconds from each other.

Essentially, I want to know if I'm just doing something wrong or it's just not implemented into the software.

Software version is 3.1.5 Build 8 on Mac, also not working on Windows 7 Ion
