Has your Element been updated to the newer hardware? You can tell if you have the newer one if you have two RJ45 connectors at the back.
If you don't, then your console still runs XP and doesn't understand those fancy new touchscreens.
Its only a classic element with software max 2.9.1.17
Just having a console with an Element classic facepanel doesn't mean that it can only go to 2.9.x. the simplest indicator is the number of network ports.
If you really have an XP console and can only go the 2.9.x, there's only one type of touch technology that will work: 5-wire resistive touch. The biggest brand that made those was Elo, not sure how easy they're to find nowadays.

I had an old elo touch in vga with usb and my dell i put the same port vga with usb. I don't know if i have to do something with the settings on the screen.
That's not the problem. The problem is that your old console doesn't understand how new touchscreens work.

I have an older XP element and I plugged am ELO 19: touchscreen in and it works. If you go to the settings in the console, there is a touchscreen alignment or conjuration tool. does the cursor respond to touch at all? if the USB is plugged in and the power is plugged in, it should show up in the settings on the console.
My touchscreens are not Elo.
as mentioned above not being Elo is exactly the problem. you have a touchscreen that your Element doesn't understand. here's the support article by ETC to show which touchscreens work with the old hardware.
