yes, you can put a second cuelist on a fader und do everything that you can do with a cuelist on the main playback fader pair.
just a small note regarding vocabulary: a submaster, like a cuelist is a type of content you can put on a fader. so, no, you can't put a cuelist on a sub. but just like you can assign a sub to a fader, you can also assign a cuelist to a fader.
