You're trying the ports that are marked for charging, right?
You know, I'm not an apple user, so this is just a guess. Could it be that the iPad refuses charging because it's not connected to authorized accessory?

Hi Ueli, the other programmers said this works a while before.
And yes, Apple want to log in to iPad (e.g. when it closed) to allow using USB accessories,
but this also doesn't work.
Meanwhile I tested with an iPad and iPhone with Lighting port which works as expected.
Does anybody knows an USB A to USB C charging cable which works?
