It's not a constant, but I've been finding it happening a lot that (for example), if I'm in cue 4, typing [1]][Thru][5][Record Only][Part][2] will produce the command line "Chan 1 Thru 5 Record Only Cue 1 Part 2" instead of the expected "Chan 1 Thru 5 Record Only Cue 4 Part 2." The console will autofill the first channel in the selection as the given cue number to add the new part to.
This has produced some confusion. I've noticed it happens more when [Record Only] and [Part] are pressed in quick succession which is pretty common considering that they're so close together.
