I thought this was intended behavior, but perhaps a bug. In trying to copy Color from a Multi-Cell Fixture to a non Multi-Cell (or Standard) Fixture, there are certain permutations where the Syntax will ignore the Cells' Color information. This includes Recall From. There are four possibilities, and below I listed which variations it does not work for. This has been the case at least since FW 3.0. I'm using the latest 3.2 Build 291. My syntax does not specify Cells, but I would think that EOS would look at the entire Fixture, not just the Master.
