Is there any support for adjusting encoders via the keyboard (or mouse scroll wheel?), or at least plans to implement at some point in the Offline software?

Have you tried using the Virtual ML controls? It actually uses pictures instead of encoders for adjusting movers. I find it very useful both offline and online.
The Virtual Encoders just feel clunky. Perhaps using with a touchscreen monitor would feel better. Having a keyboard command would be much more intuitive and also lead to the ability to map control to external controllers such as these http://www.griffintechnology.com/products/powermate which would be incredible.
I think Brian means the actual "ML Controls", available on Eos/Ion via Virtual Controls in the Browser. This is different to the Virtual Encoder display.
These were developed for Element, but are very useful on Eos/Ion as well.

My mistake. The ML Controls work just fine, but are slow to deal with. Its really more about gaining external control that can be dealt with faster and more like with the actual system.
