The first thing I would have asked is what browser you are using.  So you eliminated solution 1. Other options include 2) try clearing your cache.  3) turn all the security and blockers off for the URL https://learningstage.etcconnect.com/.  4) allow popup windows.

The courses works with Chrome and Firefox 

but not with Safari
