Color Effect

Question

So long I've forgtottne: Sorry. 
 I want to flash a light from Red to Blue and back as per cop lights. I'm guessing I select the light and make a red and then a blue CP. Create a new step effect. But cant' remember where/how I put the color pallette in!

i would rather do an Absolute FX and insert the Color Paletts in the 'Action' coloumn.

I would use an absolute effect so it can be applied to any colour mixing fixture. I would also do it as a colour over background. So set the lights in red and apply a blue CP on top. Set the CP in the levels column.
