Flexi state

Question

I've been hearing a bunch about Flexi and Felix state this and that but I have no clue what it is, I've been using eos for 6 years now lol, could someone kindly explain?

To add to the quite comprehensive answer: 
 
 Flexi states are the group of buttons on the right, you can choose exactly one of them. 
 Flexi modes are the buttons on the left, you can combine them (partially) with other states and with the one mode you chose.
