Parked channels and blackout key/master fader

Question

We have a Ion Classic on Eos 3.2.5.13 and working a show with a couple of parked channels. 
 When the Blackout key is hit or the Grand Master fader is brought down to zero the parked channels also go down to zero. Is this what is supposed to happen?

Verified that this was not happening and is working as designed.

That does NOT sound like the intended behavior and is not what I see in our console and the manual clearly says parked channels are not affected by the grandmaster nor blackout. It would seem like the channels were probably not actually parked.
