OSC Cue Send String applies to the Cue List and not the Cue

While the console behavior is correct in that it applies the command to the cuelist rather than the cue, I can see how it is confusing.

I started a discussion about this behavior. I also made a note that documentation should reflect that OSC Cue Send String only applies to cuelists rather than cues.
