Live Flag Question

I'm programming a show on Ion v.1.9 that has CXI IT color scrollers and the live flag isn't appearing in all cues that have live moves. Any ideas why?

"Live Move" is defined as Intensity coming up from zero while Non-intensity Params are moving. So if your light is already up, it wouldn't generate a flag.
