Is there a way of either with a step-based effect or a cuelist to run the steps in a continuously looping random order?
And is there a way to achive an always changing rnadom delay between cues?

You can do this with an absolute effect if you record your looks as presets.
For random order, set Attribute> Random Group on and set Grouping to 1.
For random dely between looks, Set Attribute>Random Rate and give it a range (ex. 10 thru 300).
Will that Random Group attribute change it to go say Action 3>2>4>1 instead of 1>2>3>4 ?
And the Random Rate, won't that affect the rate of the dwell too? I just want to change the gap between steps, not the timing of the steps.

Unfortunately, from playing around with the effect, the random rate affects all action timing, so it will affect the time and dwell. I don't have a better answer at the moment for keeping the time the same while varying the time between actions.
