Effect Fader with "stop and hold" overwriting background value

I'm looking to run an effect where the lights turn off in groups of 3 via a sub.  I built an absolute effect with 2 steps. The first at background and the second at 0.  The effect runs 1 cycle and groups to 3 and the exit is "stop and hold". When I run the sub the lights turn off as expected but when I release the sub the levels of the effected light remains at zero.  If I select of the effected light it shows that the current level of 0 is from the background cue, but in blind the cue still shows the light has intensity above.  

I'm building this with a sub instead of a set of several cues because I'm on a film set and lots of changes happen at the last minute so I  prefer to use subs for cueing.  If I change the exit to anything else the sub acts as expected when released with the values restoring to the background cue.  Unfortunately "Stop and Hold" is the only way I can get the lights to stay off till I release the sub.

I've tried just about every setting in sub properties and effect and can't seem to find a way to rest the lights by releasing the sub.

Is this a bug or the expected behavior ?
