The only place in the Eos software that lets you turn encoders with the mouse wheel is the ML Controls tab (that's Tab 5, or you can use the ML Controls popup by clicking the small icon with the light beams in the top right corner of your screen). In this tab when you hover your mouse pointer over an encoder you can turn this encoder with the mouse wheel.
