Sending a cue list to cue 0 stops effect on other cue list

Cue List 1 is HTP. Cue list 99 is LTP. Cue 99/1 has a lot of effects. Effect 91 is an absolute effect, changing color palettes.

I was in Cue 1/95. Then I ran Cue 99/1. Then I went to Cue 1/0. A lot of the effects from Cue 99/1 stopped. In About, those channels have their intensity value coming from Cue 99/1, which is expected, but the effect doesn't run.

It appears that the channels in which the effect stopped have 0 values for the color parameters recorded into the cue.

I was under the impression that Cue 1/0 would release values from Cue List 1 but leave unchanged values from Cue List 99.

It also seems like the color values recorded into the cue should have no influence if an absolute effect is running that modifies those parameters.

The manual says "Captured channels, priority values and values from other faders running a different cue list are not affected by a [Go To Cue] [0] command."

I was able to fix the problem by setting Cue List 99 to a higher priority, but I'm curious as to what happened. Is this a bug?
