This would work similarly to About Next and Last, but show when a light when from a level to 0 or 0 to any level and ignore any level changes in between.
When a light is on
- About Out - Would show when the light next goes to 0
- About Level - would show when the light was first turned on from 0 looking up the cue stack.
When a light is off
- About out - will show you when the light was turned off looking up the stack
- About Level - Will show you when this is next turned on
These would both ignore a light marking unlike About next/Last
