Add MIDI Timecode On/Off For Macros

As of right now, Eos only offers a "MIDI TC Toggle" control for macros, making it difficult to be sure whether you are enabling or disabling it in a semi-automated environment. Adding definitive "MIDI TC On" and "MIDI TC Off" options would simplify this and allow users to be sure they're turning it on or off as intended.
