Option to Stop Intens Effects During Highlight

When I highlight a fixture, it's very annoying if it and/or other fixtures keep flashing. You can use the highlight and lowlight presets to squash strobe, but not effects. And because highlight rem dim only affects intens, you can't even stop strobes for anything outside of your selection - see here for a separate request for that.

You can use a highlight preset with a stop effect flag on individual parameters to stop effects.

Unfortunately you can't by type stop effect flags, so there's more clerical minutia to deal with.

That's great, works for both highlight and lowlight, and high light rem dim is naturally suppressed. Though if running an intens effect, the high light rem dim value appears to always be zero, regardless of your set level.
