If your gateways are displaying "Requesting IP address," they are waiting for a DHCP Address Server to be on the network to give them a valid address. If you are using GCE, you can start the address service in the network settings. If you already have an address service running (from a console or other source), do not start a second one from GCE as that will confuse the gateway because it will get multiple responses to its request for an address.
