Dimmer Channel Acting Like Non-Dim

I have ION console and Sensor dimmer rack set for dimmer but some channels/dimmers area acting as they were set as non-dim as if I called a channel at @10% this goes to 100%, any advise? Thank you

    I just want to let you know that i have fixed my issue. 

    The issue was in the CEM, it was not sitting properly into the rack, I ejected it and put it back in, this time making sure it was a solid connection, after this Voila! All dimmer channels came back to operate as normal. I thank you very much for all your suggestions.
