TR20AF module with solid power light despite no signal

I suspect that the local toggle switch is in the ON position.  Those two labels you see with an up/down arrow on the sides of ON/REMOTE indicate the position of the rocker switch below it.  The left label/switch is for the top circuit, and the right label/rocker switch is for the lower circuit. 
It appears in your photo that the rocker switch for the top circuit (171) is in the ON position, which will turn on the relay on that module, and show the red power indicator, even with no signal indicator.  If you reset that switch to the right/remote position, then the dimmer/relay in that TR20AF will revert to external controls (DMX, sACN, Echo presets, etc.) The switch is useful for a circuit that needs to remain powered during a performance, like a device that cannot be turned off during the show for whatever reason (think a projector or prop device.)   If you move that rocker switch to the right on that module, then the power LED should turn off.
