What Kind of ETC Dimmer is it exactly? You have a Part Number and Serial Number?

  

Are you completely certain that circuit isn't just overloaded? It's actually normal for the breaker to make a little noise just before it trips due to an overload condition (such as 30A worth of load on a 20A dimmer). That would also explain why it doesn't trip when the circuit is dimmed since less current is required at lower levels.
