Under Setup>Desk>Face Panel Keypad, is Grandmaster disabled, perhaps? See attached screenshot.
Hmmm... Here are two other ideas, but if neither of these solves it, I'd give Tech Support a ring. They'll get you sorted in no time, I'm sure.
If you open the Virtual Keyboard (Tab 7), can you control the Grandmaster from there? If you can, that would point to a hardware issue with your fader.
If not, check in Patch that your channels are not set as GM Exempt:
[Patch], and set your [Format] to Patch Channel.
Select a channel ([1][Enter], for example) and press the softkey for {Attributes}. Check there that GM Exempt is Disabled for all of your patched channels.
