Encoder buttons disappear when expanded in blind

EOS Classic, running 3.9.1 
 When working in blind, if I expand a parameter on the encoder screen, all the buttons except the ones that relate to pan and tilt disappear. Anyone else have this issue? Is that on purpose?

This is on purpose. To reactivate encoders and encoder display functions you will have to press one of the encoder category buttons.

In 3.3.5 a setup option was introduced to not disable encoders and level wheel in Blind: 
 Setup > Device > Face Panel > Input Devices > Protect Wheels in Blind
