Rosco I-cues not moving correctly with negative focus values

Running Gio@5 on v3.0.  DMX universe 1, from console to splitter to I-cue PSU.

Today I noticed my I-cues are not panning / Tilting correctly.  When I give them negative focus values they jitter at the 0 degree position instead of moving past "centre".  (In A3d they continue to move correctly)

I have moved my other fixtures with focus control (Elation 5R Platinums) and they are moving correctly in real life and in A3D.

I have tried reverting to v2.9 and the I-cues are still not moving into their negative values.  

Back in v3.0 again, I have updated the fixture profile, the problem still persists.  

I have swapped my I-cue PSU, problem still persists. 

I have tried doing a reset at the I-cue, restoring mode and dmx channel after reset. Still no fix.

At this point I am wondering if there is a problem at the desk, or in the data stream being sent to the I-cues.  Has anyone else had this or a similar problem?
