Can I transfer iRFR app/account to a new iPad?

I have set up a new iPad before and when I signed into my account I can download from the app store and because I paid for it it just worked.

Ah yes, you are correct and I am an dummy :)  I didn't realize each iPad was signed into two separate accounts.  Signed in both on the same account and was able to download the app without any issue.  Thank you for the assist!
