I have tracked values throughout the cue and I want to make them all hard...With out changing to non-tracking mode.

First, the word snapshot is used for the layout of displays on the Ion, which isn't exactly what you're asking.
I think your requirement can be met by adding a Block flag to the cue in question. This will prevent future edits from tracking into the cue. Range editing of cues and Trace instructions can still alter the values in the cue.
Examples:
[Cue][7][Block][Enter]
[Cue][7]{Intensity}[Block][Enter] blocks just the intensity.
On a hog I can "touch" and "suck". With suck I can suck the output of the console into the programmer and make them all hard recorded values.
I want to grab the whole out put of the console and record it hard.
Well, there's {Select Active} and [Record] if that's what you're after. Hold down the [Select Last] key and it's one of the soft keys. I'm not sure it accomplishes the same thing as a Hog so I'll shut up now.

I think that would be {select active} [record] [cue] {2/1} [enter] to record to list 2/1. Yes?
One thing to keep in mind is that the default recording logic of Eos/Ion is different than a programmer-based desk like the Hog. By default, if you use [Record] without a leading selection, it will record any channel that has any parameter values that are not at default (grey), including channels that are at zero.
Obviously you can over-ride this behaviour in many different ways, such as using a leading selection [1][Thru][5][Record][z][Enter] or, if you want a programmer-like behaviour, use the [Record Only] function - this will record only manual values of channels, much like a programmer.
I hope it makes sense, though, that you don't need to "suck" values in to be recorded - that is the default.

In tracking mode its not recording tracked values as hard values...its tracking them. Thats why if you change a level in cue 5 and that level is tracked through cue 10, where you take it out, you're effectivly removing it from all cues between 5 and 10.
What you are describing is what an expression does.
Could you rephrase what the result is that you are looking for. There are several different things going on in a cue and depending on the result you are looking for there could be different answers. The answer you are looking for is somewhere in blocking, Asserting, and tracking/cue only settings/modes.
If you are looking for all the channels owned by a cue to be played back when you run the cue no matter what then you may be looking for an assert cue.
If you are trying to make a cue that won't let values track through it you may want to make it a Block cue.
Please give us some additional insight into what you are attempting to do.
