Universal Palettes

I'm sure I'm missing something obvious, but how do I flag a palette to make it universal/global?

    If you're looking for a "palette that stores data of all categories" you might be looking for Presets.

    Palettes are limited to storing data of their type -- Intensity, Focus, Color, OR Beam data.  

    Presets are what I believe you're looking for -- it can store all four categories of data, including references to palettes.
