Part Cues

Are they appearing in gray in the other parts?

This is just an indicator that those channels have values in the same cue but in a different part. They will highlight in blue or green in the part in which they actually are recorded.

Yes they are.  They are in grey from cue part 1.  Does this mean that they have already had some value information and therefore can't be changed again?

Yes.  Channels and their attributes can only have one value each per cue.  

A part allows you to time their fades separately, not change values from part to part.  The reason why they appear to be tracking (or in this case null) is that they show you the overall cue, with only the information highlighted/colored for the part selected.
