This is a setting regarding movement on screen, it doesn't change output. If you do a long click to focus a channel it can either go to the new position instantly or it can try to be realistic and show…

You have to click a "focusable" object, e.g. the ground, while rolling the wheel. You're correct that if you click+wheel on the horizon you will get zoom functionality.
