Turns out it was a glitch in the console, (which means it could happen again). Running the command on the backup cleared the glitch on the console. Should have verified with the Offline.
I have verified the next bug with the offline, and it is much more irritating
P.S. the "Move To" softkey is revealed when the "More SK'' softkey is pressed
good to hear, sometimes it just helps to perform a Deep Clear (but save unrecorded changes to the showfile first).
still don't know in what effect context you got a moveTo, veen with MoreSK but i guess that doesn't matter now ;)
Update: The problem is with step effects that have no channels in therm. even though they have steps and timing values I had deleted the channels in patch and not noticed that they were removed from the effects, The effects were imported from an older show and I was trying to move them, rather than delete them. When that didn't work I deleted them, and the new one I created were copy and moveable.
This was easily reproduced in the offline editor.
Thankis for the extra information, I see the defect now. You are right, MoveTo with effects works unless it is a step based effect without any channels in any steps. This is a defect and will be fixed.
