when you select the channel and roll down the level wheel, does something on stage change?
- Is your Park-Key colored green?
- which color do the channels have on your Desk/in Live Tab?

I'm not completely clear on how to solve the issue you are having. However, if you select one of the channels that you are having issues with and then press the [About] key, you can see under the "Current Values" section the source of the data being sent to that fixture.
If for some reason it is showing the values you are expecting to happen (although they are not), then you have an issue elsewhere on your network, outside of the console you are working on.
Sneak clear is how I've been trying to turn them off. When I select the channel and roll the wheel nothing changes. When I open a new show, they all turn off, but when I open up an existing show (created by someone else) the lights do not turn off.

Are the fixtures that stay on in an existing show file patched correctly? Check that the fixtures in your system are the ones in the patch, and check that their addresses and modes are the same as you have in the console. If it doesn't match up, then you could well have a fixture's intensity address inadvertently patched as some other fixture's colour parameter or something. If you start a new show file, the patch will be empty and that problem would go away.
