Settings > Device > Displays > Force Hide Encoder Ribbon (set to Disabled -- grey)

This was already disabled and has no impact in either state.
This setting enables or disables the condensed version of the Encoders e.g. on Nomad where you don't have any encoders anyway and you want to prioritize screen real estate over seeing the Encoder information.
