What version of Concert are you running? Older versions do not have consoles in the program, so in that case upgrading the Concert software would be required. Otherwise Concert uses the same discovery protocol for all devices, so as long as all devices are in the same IP scheme/subnet, if it can see some devices it should see all.
Again I ask...what version of Concert are you using? Can you ping the console from the laptop?

Currently there is no Concert v4.3.0. The latest is 4.2. To check the version open Concert, then go to Help > About Concert and the version will be reported near the top of the screen that pops up.
If you can't even ping the console then that implies the console is in a different IP scheme/subnet than your laptop. Can you post the IP address/subnet mask of both your laptop and the Ion?

For a brief test, if you connect the laptop directly to the Ion, bypassing the switch, is the Ion pingable and visible in Concert? If so, then it sounds like something in the switch is blocking the connection. Perhaps they're plugged into ports that are on different VLANs? It's also worth temporarily unplugging a CEM3 or gateway and plugging the Ion into that port as a test.
